Bumps better-sqlite3 to 12.10.1 and adds an unpinned allowScripts entry so npm rebuild works under npm 12. Resolves the plan 001 regression: 155/155 tests pass and npm run build exits 0.

The better-sqlite3 native addon kept going stale whenever the active Node.js
version changed, failing 119 of 155 tests on SqliteAdapter construction. Two
things were blocking the documented fix:

- npm 12 refuses to run install scripts unless the package is listed in
  allowScripts, so "npm rebuild better-sqlite3" silently did nothing.
- 12.6.x predates prebuilt binaries for the Node.js versions in use here.

Bump better-sqlite3 to 12.10.1 (which also declares Node 26 support) and add an
unpinned allowScripts entry so rebuilds work for everyone without needing
re-approval on each version bump.
